Drawing inspiration from everyday surroundings, Luang Prabang artist Tia replicates emotions and the world’s beauty into eye catching designs that will make an attractive addition to any home or living space. Colourful, contemporary lamps crafted from natural products and local hand-made paper are his signature.

His passion for hand-made crafts is complemented by his belief that everything has a purpose; Tia enjoys finding a way to make things useful and enjoys experimenting with metal and wood.  Lamps were an early idea that came into being because Tia didn’t like the harshness of neon lights, preferring the softer atmosphere created by paper lanterns. Eleven years ago Tia opened his first lamp shop in Luang Prabang, creating lamps with an ingenious pack down design making them perfect for the transient population commonly found in Laos. Most of the lamps are made from plywood, covered with mulberry paper and have different cutouts which feature other hand made papers including corn paper, banana bark paper, silk paper, rice paper and others. Most are table or free standing lamps but Tia sometimes makes hanging lanterns as well.  A few lamps are made with bamboo, which also features paper cutouts.

Dropbox is a tool much lauded by the media community. It allows for the transfer of large files by literally dragging them and dropping them into a virtual box. Users can store up to a certain amount for free or pay a subscription for more space.

The potential applications for Dropbox are endless. Aside from sending large files to and fro (for example sharing a high quality image with a printer), Dropbox can also be used as an excellent storage and backup facility. Keep your family snapshots safeguarded ‘in the cloud’ on dropbox servers, or a collection of movie or audio files. Because Dropbox automatically syncs to a folder on your hard drive, you don’t even have to think about replacing updated files.

Dropbox can be divided into folders so that different files can be organized by folder. You can grant other users access to certain folders so that they can download and update large files. An example might be a graphic designer who wants to share updated logo files with you. The designer uploads them to your Dropbox and they are automatically downloaded to your hard drive and synced to replace the old file versions.

Other Dropbox-like applications exist, and Microsoft’s newly updated Sky-drive is certainly a close competitor, but there’s something uniquely satisfying about dropbox’s simple design and never-ending bottomless-box type feeling that keeps users coming back.

The annual That Luang Festival and the Tourism Festival for Five Central Provinces were officially opened on November 23rd  by government officials. Foreign diplomatic officials and Vientiane residents as well as domestic and foreign visitors also witnessed the opening ceremony.

The national trade fair was opened on the same day in addition to the festival. The fair draws hundreds of booths representing government sectors, state-run and private entrepreneurs, and displaying and selling a wide range of goods which range from traditional handicrafts to IT products. Booths and stalls offering products from foreign and domestic businesses have been installed at the That Luang square in an annual trade fair in the line with the That Luang Festival of 2012.

The fair also sees the presence of numerous stalls representing foreign embassies in Vientiane which have goods for sale and on display, and give information to the festival goers. “The That Luang Festival, the Tourism Festival for Five Central Provinces and the Trade Fair 2012 are national-level events which are participated by international organisations, foreign embassies in the Lao PDR,  many provinces of Laos and a large number of domestic and foreign businessmen,” said Vice Mayor of Vientiane Capital Saythong Keodouangdy.

The annual trade fair is being held at two locations this year,  That Luang Square featuring almost 300 booths and Lao-ITECC, drawing more than 280 booths. The That Luang Festival will continue until November 28 when, on the last day of the festival, a procession of over 200 wax castles will be paraded from districts across the capital heading to the That Luang Stupa. Prior to the marching of wax castle processions, an alms giving ceremony will take place in the morning of Nov 28 with 5,000 monks in attendance. In the afternoon, representatives of civil society and the government will join a traditional sports competition called ‘Tykhee’.

Representatives of eight leading banks in Laos signed a memorandum of understanding last Friday for the creation of a shared, modernised ATM system. Representatives from BCEL, Lao-Viet Bank, Banque Franco Lao, Lao Development Bank, Agricultural Promotion Bank, ST Bank, and Indochina Bank signed the agreement.

The banks will jointly develop and upgrade existing ATMs into a “pool system” that will be capable of providing services other than simple cash withdrawals, including money transfers. “The Bank of the Lao PDR sees this as one of the most significant initiatives by local banks; it will be a project which will simplify the use of ATMs run by participating banks, and in the process ready our local banks for the increased competition we expect from foreign banks once we join the Asean Economic Community,” Bank of the Lao PDR Vice Governor, Mr Sonxay Sithphaxay, said at the signing.

The Bank of the Lao PDR has always realised the importance of modernisation in banking, such as setting up a jointly owned and run ATM pool system. “I’m confident this pooling system will be a good way for all banks to cut the costs of introducing new ATMs individually, as well as providing convenience to our customers. This will ultimately become a significant advantage for our banks over those not participating in this system. “This project can only be realised through the hard work of the management and a committed effort by the staff of all the banks involved, thus creating a new image for our businesses and the nation’s banking industry.”

BCEL Deputy General Director Mr Phansana Khounnou vong said demand for ATMs has grown across the country, with the eight banks now having a total of 400 machines. He said BCEL will be the main dev eloper of the pool system and will sign a contract with a foreign company to develop, produce, and integrate the new system into existing ATMs now the me morandum of understanding has been signed.

The banks expect to test the system in February next year, before officially making the new serv ic es available to customers in March. The system will cover 95 percent of the country’s ATM machines. “We plan to integrate the ATM pool system into other countries in order to encourage ATM users to use our services both locally and overseas,” Mr Phansana said.

Banque pour le Commerce Exterieur Lao (BCEL), Vientiane’s largest commercial bank, has announced it will temporarily stop most services from November 30 to December 3. The cessation of services is necessary so that the bank can upgrade its core banking infrastructure and banking software systems. Customers will still be able to use BCEL ATM machines except for a six hour period starting midnight December 2.

During the four day period and over the weekend no counter services will be available at BCEL, including deposits and withdrawals. In an announcement on its website, BCEL states that the temporary closure is necessary for the bank to upgrade its core banking software by replacing the old program with new technology in line with international standards.

At the same time, the bank intends to switch customers over to a new system of longer account numbers, moving from 13 digits to 18 digits, beginning on the 4th of December. The account number change is an internal upgrade procedure that will not affect customer accounts in any way. The bank will update client’s accounts by changing their account number when they renew their deposit book or come to update their account at the bank.

Coca-Cola Co. (KO) plans to begin bottling its products in Laos by 2014, moving in on Southeast Asia’s smallest economy where rival PepsiCo Inc. (PEP) has deep distribution lines.
While Coca-Cola’s beverages have long been available in Laos through third-party distributors, the Atlanta- headquartered beverage giant plans to build its first bottling facility in the country as part of a drive to deepen its presence across Southeast Asia. The move comes amid signs of slowing sales in China, its once-reliable growth engine, and as the company expands elsewhere in Asia.

ThaiNamthip Ltd., Coca-Cola’s (KO) bottling partner in Thailand in which it has a stake, said Thursday it will invest $40 million over the next five years with Lao-based PT Construction Co. to establish bottling and distribution operations in Laos.

The new joint venture, Lao Coca-Cola Bottling Co., will distribute Coca-Cola, Fanta, Sprite, Minute Maid and Namthip drinking water, ThaiNamthip said in a statement sent to The Wall Street Journal. It said it started distributing Coca- Cola products supplied by ThaiNamthip’s plants in Thailand on Thursday.

The move comes a month after the World Trade Organization voted to approve Laos’s entry into the trade body, and after the nation hosted its largest ever summit of world leaders in the capital, Vientiane. Laos has been growing at 7% annually over the last decade, largely fueled by growth in the hydropower and mining sectors, and many foreign investors already present in the country are expanding.

ThaiNamthip didn’t provide further details on the joint venture, but Coca-Cola Pacific’s communications director, Sharolyn Choy, said the investment will be spent over five years and the plant will be built in Vientiane province. ”With Laos getting into the WTO and integrating with the regional economy, it just makes sense for us to move in,” Ms. Choy said Members of the Association of Southeast Asian nations are three years away from forming the Asean Economic Community, a trading bloc with around 10% of the world’s population. Asean had a combined GDP of more than $2 trillion in 2011. Ms. Choy declined to comment on sales targets in Laos, but said Coca- Cola’s distribution will increase after the plant starts operations.

The joint venture in Laos follows Coca-Cola’s expansion elsewhere in Southeast Asia. In October, Coca-Cola said it planned to invest about
$300 million over the next three years in Vietnam. It recently began distributing its products in Myanmar after a hiatus of more than 60 years, and said it is committed to building a bottling plant in Myanmar, but didn’t provide a time frame. Ms. Choy said the plant in Laos will employ about 70 people, but declined to say when construction could begin or comment on production capacity.

The new facility, which is scheduled to begin operations in 2014, positions Coca-Cola to wage a cola war with New York-based PepsiCo, which has been operating in the country in partnership with a Laotian beverage maker and distributor. ThaiNamthip will own 70% of the Lao Coca-Cola Bottling venture, with its local partner holding the rest. Coca-Cola has an undisclosed stake in ThaiNamthip, an unlisted Bangkok- based company that was founded in 1959. The company has six bottling plants and distributes products in 63 provinces in Thailand. Coca- Cola’s other Thai bottler, Haad Thip, has a single plant and distributes Coca-Cola products in 14 provinces.

Lao-based PT Construction Co. specializes in hydropower and infrastructure development. The company is involved in the construction of the 1,285-megawatt Xayaburi dam, which will be the largest in Laos when completed in 2018.

iPho is the newest destination for authentic, all-day Vietnamese style Pho. It is clean, quiet, inexpensive and delicious! 

I must admit that when I first heard about iPho, I imagined some futuristic blend of Apple Store and Pho Shop! Instead I found a pleasant little restaurant with some excellent soup. Vientiane’s newest noodle soup destination, iPho, is certain to take its place among the top-ranking Pho restaurants of the city. Not only does iPho serve fabulously full-flavoured Pho, but what is immediately apparent upon entering the shop is its cleanliness; there isn’t a spot of dirt or a speck of dust to be found and the simple but practical kitchen is in full view of the customers.  This is quite literally a breath of fresh air because eating Pho anywhere else usually means rubbing elbows with hundreds of other patrons in a hot and crowded space.

The restaurant owner, Ms. Tien, arrived in Laos from Vietnam as an accountant four years ago. Her passion for cooking led her to give up her career to make Pho, Vietnamese style. Here in Laos a regional version of Pho made to suit Lao tastes is usually served but at iPho, you get the real deal. I hadn’t had Vietnamese Pho for quite a while, so the first spoonful of soup at iPho immediately brought the sights, sounds and tastes of Vietnam flooding back; it was love at first slurp! The soup at iPho is quite aromatic with a sweet, spicy flavor not unlike cinnamon – obviously boiled from a well-made stock. The slices of beef are tender and lean without guts or gristle and the vegetables are fresh and crisp. Instead of half a garden’s worth of mint and lettuce alongside your bowl, you’ll only receive a sparing amount of salad along with fresh chilli and sliced lime. But with Pho this good what more do you need?

If you want more than just the phở bò (beef pho) and phở gà (chicken pho) there are also various other Vietnamese rice and noodle dishes on the menu as well as snacks like ‘pork caramel’, spring rolls or fried tofu. There’s also a very sweet flan for dessert.

Grab your sneakers! It’s time to go for a run and give back to society. The 4th Annual Laos-Singapore Charity Run kicks off at 6:00 am sharp on Saturday morning, December 8, at the New Chip Xeng Honda Centre. Participants will run to the Mercure Hotel and then return to the New Chip Xeng Honda Centre along Souphanouvong Road. Tickets are 30,000 kip per person and all participants have a chance to win some great prizes such as flights to Singapore or a Honda Motorbike!

Three years ago, the Singapore Embassy started the Annual Laos-Singapore Charity Run together with the Institute of Foreign Affairs (Ministry of Foreign Affairs, Lao PDR) and the Laos-Singapore Friendship Club (LFSC).  The 4^th Laos-Singapore Charity Run will be held on Saturday 8 December 2012.   The Run will take place at 6.30am, starting from Alliance International Medical Centre (AIMC) to Mercure Hotel and back to AIMC for the finish.

The Singapore Embassy will be inviting a senior Lao government official to grace the event as its Guest-of-Honour.  Last year, Deputy Prime Minister and Minister for Foreign Affairs H.E. Dr Thongloun Sisoulith was the Guest-of-Honour.  He was accompanied by H.E. Mr Dileep Nair, Ambassador of Singapore to Laos, and senior Lao officials from the Ministry of Foreign Affairs.  Approximately 500 participants took part in the run in 2011.

At the first Charity Run in 2009, the event raised over US$12,000 for the School for Children with Cerebral Palsy, and for rebuilding schools in Sarlvan Province destroyed by Typhoon Ketsana.  In 2010, the event raised 180 million kip to help set up a motorcycle repair centre at the Somsangna Drug Rehabilitation Centre. Last year, the 3^rd Lao-Singapore Charity Run raised US$15,000 for various construction and improvement projects at Pong Song Village in Vientiane Province, including a Water House for housing Water Cleaning Systems, an Extension Room for Primary School Teachers, a School Canteen, a Mini Concert Stage, and an Extension to the Village Community Hall.

This year US $20,000 has been raised for a Mother & Child Fund.  The Fund will be used to assist Xaithany District Hospital in Vientiane Province to implement a 12-month Maternal Healthcare Programme for pregnant women in the districts and villages covered by the Hospital. The Programme will help identify risky pregnancies and refer them for specialised care at specialist centres, increase accessibility to antenatal care visits by pregnant woman in the villages, as well as provide education to pregnant women about planning for safe birth, emergencies during pregnancies, benefits of breast feeding, family planning and basic health and hygiene.

What’s the biggest entertainment event in Vientiane at the end of the year? Most certainly the annual COPE Concert. This event draws massive crowds each year and all proceeds go towards supporting local people with disabilities. If you want to have a great night out and get some good karma at the same time, head to the COPE concert this Saturday, 8th December 2012.

Watch a mix of Lao and foreign bands perform including Cells, Aluna, Pull-T Club, Tuxedo, DJ Leng and DJ Lex and enter the raffle to win great prizes. Food and drinks will be provided by various vendors including Nudle Takeaway. Doors open at 6.30pm with a 30,000 kip entrance fee.

What is COPE?

For those who are unfamiliar, COPE is a local not-for-profit organization that provides services to people with disabilities. COPE provides prosthetic, orthotic and physical rehabilitation services free of charge for people who cannot afford to pay. COPE‘s government partner is the Physical Medicine Rehabilitation Centre.

A wide range of patients from young babies born with club foot, to adults who are living with the effects of polio or leprosy or those injured in industrial accidents can receive treatment. COPE also helps people who have had car accidents, or neurological disorders such as strokes. One of the largest groups of patients are those injured by cluster bombs and other unexploded ordnance which even today contaminate vast parts of the Lao PDR as remnants of the Indochina war.

The COPE Visitor Centre houses a free, permanent exhibition about the problem of unexploded ordnance (UXO) in Laos and services that COPE offers to support people with disabilities. Visitors can also watch a range of documentary movies in the “cave cinema”. A gift shop offers COPE T-shirts and many more souvenirs. There is also a Café with extremely tasty homemade ice cream. The visitor’s center opening hours are  every day from 9am to 6pm, with free entry. It is located inside the COPE centre on Khouvieng Road, just opposite Green Park Hotel.

A screening of the 1927 film Chang, accompanied by a traditional Lao orchestra providing a live soundtrack left audiences dazzled on the final night of the 2012 Luang Prabang Film Festival, the third edition of the not-for-profit project which celebrates Southeast Asia cinema.  The five-day event screened 28 feature films from across the region from 1-5 December 2012, including the much anticipated Chanthaly, first horror film produced in Laos and the country’s first movie to be directed a female.

The festival’s outdoor night venue boasted audiences of over a thousand people for several screenings, while the indoor day venue had many packed viewings.  The festival’s Visitor Center showed short film programs twice each day, as well as selections from the repertoire of Peter Livermore, a documentarian who has been making films about Lao culture for the past twenty years.  Also on display were photographs of the activities of Cinema Tuk-Tuk, a mobile movie theater project run by Yves Bernard.  Two panel discussions were highlights of the festival, the first regarding the popularity and benefits of cross-border filmmaking, and the second about the experiences of documentary filmmakers in Southeast Asia.

Presiding over the opening ceremony of the festival was US Ambassador Karen Stewart, Mr. Sithong Chitnhothinh (Director General of the Press Department of the Ministry of Foreign Affairs), Mr. Bounchao Phichit (Director General of the Department of Cinema), Mr. Somchith Bouphapanya (Deputy Director of the Department of Information, Culture, and Tourism of Luang Prabang Province), and Mr. Bounkhong Khouthao (Deputy Director of the World Heritage Office of Luang Prabang Province).

The biggest stars to walk the red carpet were the Lao-Australian actor Ananda Everingham and Thai actress Manatsanun “Donut” Phanlerdwongsakul.  Many other filmmakers from around the region were there to represent their productions, including: Shalahuddin Siregar (Land Beneath the Fog), Tongpong Chantharangkul (I Carried You Home), Luke Cassady-Dorion and Thanapanont Phithakrattanayothin (The Cheer Ambassadors), Tom Waller (Mindfulness and Murder), Bradley Cox (Who Killed Chea Vichea?), Ian Bromage (With or Without Me), Wichanon Somumjarn (In April the Following Year, There was a Fire), Tay Bee Pin and Anocha Suwichakornpong (Breakfast, Lunch, and Dinner), Mattie Do (Chanthaly), Anousone Sirisackda (Bounthanh: Lost in the City) as well as Phanumad Desatha, Anysay Keola, and Vannaphone Sitthirath (Hak Aum Lum).

The Singaporean 13 Litttle Pictures hosted its annual Film Lab during the festival, a platform for independent filmmakers to meet and collaborate with each other.  The 17 participants came from Laos, Thailand, Cambodia, the Philippines, Malaysia, and Singapore to engage in hands-on learning workshops, film production exercises, screenings, and group sharing over 6 days, all as part of the creative process of filmmaking.

The film festival’s biggest sponsors were The Asia Foundation, Chillax Productions, the US and Thai Embassies, Lao Airlines, Nam Theun Power Company, Amantaka, Scotch, Theppanya Printing, and Journeys Within Tour Company.  Several hotels in Luang Prabang also contributed to the success of the festival by donating rooms for visiting filmmakers, as well as screening venues, and other services.

Ms Christina Lasasimma has battled hundreds of the country’s beauties to win the coveted Miss Laos 2012 crown. The final round of the contest was held on Friday at the Don Chan Palace hotel in Vientiane, where 20 remaining hopefuls were given one last chance to woo the judging panel for the much coveted first place prize. Each of the women dressed in their finest traditional attire and performed a Lao style dance in front of the star-struck audience and the all-important judging panel. They then had to answer a series of questions about Laos and convince the audience with their answers about what makes the country so special. Although the audience appeared to be smitten with each one of the finalists, it was Ms Christina who came up trumps at the end of the evening.

The 19-year-old National University of Laos student won over the panel with her knowledge of Lao culture, landmarks and history. She wore a pink and red traditional costume, which the judges said complemented her personality, while showcasing her beauty and that of traditional Lao clothing. Ms Phonesouda Sisombath (M1), 18, from Santiphab Secondary School in Luang Prabang came in second and was also awarded the prize for Miss Beautiful Skin. Ms Thida Sitthisay (M9), 19, came third, and was also awarded the prize for Miss Photogenic, while Ms Somkhit Sithpanya (M2), 22, from the Ministry of Public Security, and Ms Phatsalin Souksittthi (M3), 18, from Luang Prabang came in joint fourth place. Ms Souvalin Oudinnnalath (M11), 18, from Bokeo province, was crowned Miss Popular Vote and Ms Thipphaphone Viengvilay (M13), 23, from Savannakhet province, was crowned Miss Friendship.

Ms Christina, who was also awarded the prize for Miss Perfect Body, said she was pleased with her achievements and was grateful for being given the chance to take part in the contest, saying it was something most Lao women only dreamed of. She added that she was proud to be a representative of all Lao women to promote the traditions and culture of the country both nationally and internationally.

Aside from winning the title and the crown, Ms Christina also received a cheque for 50 million kip, a Chevrolet car worth 135 million kip, an Ammalin Lao silk sash worth 1.5 millionkip, 45 grams of gold, 25 million kip worth of jewellery from Phouvong Jewellery, a 20 million kip scholarship to study for a master’s degree at Comcenter College, 5 million kip of gift vouchers from LD spa, 3 million kip of insurance from AGL, a three-day stay at Vientiane Plaza Hotel, a one year supply of drinking water from Lao Brewery Company, a sought-after phone number complete with 1.2 million kip of calling credit for one year, 7.9 million kip of vouchers from Slim Concept Lao, and a six month supply of Nestle Chocco Shape. There is an air of excitement in the capital today as the 16th ASEAN University Games commence, and all Lao people are honoured to be hosting this regional sporting event for the first time. The 16th Asean University Games will attract more than 1600 talented athletes from the 10 Asean member states as well as Timor Leste, and Laos has worked hard to prepare all the sporting facilities for the games, which will run from December 12-20.

The opening ceremony will take place today at the National Stadium and is expected to be attended by thousands of people. Among the highlights will be a parade by the athletes and coaches from the 11 participating nations, who will march the running track before convening on the field. This will be followed by a colourful show by thousands of performers and a torch relay into the stadium, with the fi nal runner to receive the honour of lighting the cauldron which will signify that the games can begin.

The opening ceremony is scheduled to commence at 5:30pm and will be broadcast live on TV and radio so that people who do not attend the event in person will be able to watch and hear all the action and excitement from home. This year’s Asean University Games will feature the sports of Aquatics, Athletics, Archery, Basketball, Badminton, Football, Judo, Karate-Do, Pencak silat, Petanque, Sepak takraw, Taekwondo, Table Tennis, Tennis, Volleyball, Wushu and Muay.

Including the male, female and team events, there will be a total of 245 gold medals, 245 silvers and 387 bronze medals up for grabs. The competition venues are the National Sports Complex, National University of Laos Stadiums, Chao Anouvong Stadiums and the Beung Khanhong Gymnasium. The Asean University Games is organised biennially by host countries on a rotational basis, aiming to strengthen the spirit of regional cooperation and solidarity, especially among the young leaders and sports stars of tomorrow.

Hosting the games for the fi rst time represents a truly great opportunity for Laos to show the world, and especially the Asean region, that we can host an event in the style of the Land of Million Elephants – dindaen lane xang.

When it hosted the 25th SEA Games in 2009, Laos achieved its best ranking at the senior level of the regional games, fi nishing 7th with a total medal tally of 33 gold, 25 silver and 52 bronze, and it is hoped that the university athletes can replicate the performance this time around.

Coaches and sporting officials are optimistic that Laos can secure at least ten gold medals, and hopefully many more of the minor medals as well. They are very confident that all the Lao athletes will perform to the very best of their abilities, inspired by the honour of competing on home soil. Since its inception in 1981, the Asean University Games has grown in strength, numbers and quality, contributing to the development of sporting talent throughout the region and unearthing many of the sporting stars of tomorrow.

Laos fi rst joined the Asean University Games at the 13th event held in Vietnam in 2006 and then attended the 14th games in Malaysia and the 15th in Thailand in 2010. At the previous games, Laos fi nished in 6th place with 2 gold medals, 9 silver and 30 bronze. Participating in the games will be a contingent of 540 athletes and offi cials from Laos, 25 from Brunei, 27 from Cambodia, 263 from Indonesia, 476 from Malaysia, 89 from Myanmar, 77 from the Philippines, 243 from Singapore, 394 from Thailand, 30 from Timor Leste, and 249 from Vietnam.

Construction of the embankment running from Kaoliew village in Sikhottabong district, Vientiane, to the Australian Embassy Recreational Club is nearing completion and should be finished by next year as targeted, according to project officials. Those in charge of
overseeing the Mekong River Integrated Management Project, on which work began in 2009, held a meeting in Vientiane yesterday to valuate its progress so far. The embankment runs through 23 villages and three districts. The government undertook the project as part of efforts to prevent flooding along the capital’s main riverbank area. As well as building a 12.6km embankment, a 2.6km road has been laid along the river from the Pakpasak fork to Thatkhao, and 14.5 hectares of land have been landscaped and transformed into the Chao Anouvong Park. As construction of the embankment in Sikhottabong district advances, 185 families are being displaced. Each has been allocated new land in nearby Nongniew village, to replace that which they have lost. Those in charge of theproject have said all the families are being compensated for the loss of their homes and land. The project is being supported by the Republic of Korea’s Economic Development Cooperation Fund, which has given Laos a low interest loan of more than 300 billion kip (about US$37 million) to carry out the work, according to Vientiane Vice Mayor Mr Keophilavanh Aphaylath. Mr Keophilavanh said the embankment project was one of 160 of its kind being carried out across Vientiane as part of socio-economic development plans for the city, and one of 21 projects being carried out to mark the 450th anniversary of Vientiane as the capital of Laos.

Australians know that asbestos kills.  Almost all public buildings and around one third of all private houses were built with asbestos in Australia and the toll was heavy – by 2020, Australia will have had 13,000 cases of mesothelioma and over 40,000 cases of asbestos related cancer.

Globally, it is estimated that each year 107,000 workers each year succumb to asbestos or asbestos related cancers. And the centre of this new epidemic is Asia. The World Health Organisation estimates that 60% of the 125 million people exposed to asbestos in their homes or workplace are in Asia. And that figure is set to increase – already half of asbestos consumption occurs in Asia with 90% of the global increase in consumption between 2000 and 2004 occurring in Asia.

Late last year, APHEDA asked for your support in expanding our successful asbestos disease prevention in Vietnam to neighbouring countries. Thanks to the overwhelming response, we have expanded our work in asbestos disease prevention, and advocacy for a ban on asbestos, into Lao PDR.

Lao PDR is more famous for laid back tourism and unspoilt natural wonders, but this tiny country of around 7 million is slowly industrialising. But there has been no commensurate increase in worker protection as factories, mega-infrastructure and construction projects increase. This extends to asbestos use. Lao PDR has no regulations around asbestos at all, not even the blue or brown asbestos which are universally acknowledged as the worst forms. The country still imports around 5,000 tonnes of white asbestos, mostly from Russia and Kazakhstan.

Working with the Lao Federation of Trade Unions (LFTU), we have begun filling the information void on asbestos. Initial projects, jointly coordinated with Building and Woodworkers International, have identified at least five large factories actively importing loose asbestos for manufacture into roof tiles. Asbestos is stored in the open, with bags frequently torn open accidently allowing asbestos fibre to escape into the air. Most workers are poor farmers doing manual labour in their off-season. Many more asbestos products are imported into the country from Thailand and this is only set to increase as the country develops, setting the scene for a replay of the tragic and completely avoidable loss of life.

In December, the LFTU convened one of the first tripartite conferences int he country to get the issue on the national agenda. The union, private sector and the government came together to hear about the international situation of asbestos use, hearing from Australian and Vietnamese experts on how Lao PDR can avoid the public health time bomb of asbestos disease.

We know a ban is possible. Over 51 countries have outlawed the use of asbestos and not just in rich countries like Australia and the United Kingdom. Developing countries, such as South Africa, Egypt and Honduras have embraced the need to rid the world of asbestos.

But our job is made more difficult by the active export of asbestos by countries such as Russia, Kazakhstan and most shamefully, Canada. These countries actively court developing countries to continue to use asbestos for economic reasons. They peddle the myth that white asbestos can be used safely, despite knowing that workers who handle asbestos are the least likely to be given any kind of protective equipment, let alone the full body, fully sealed equipment that would be needed to avoid any exposure.

A direct flight between Luang Prabang province and Khon Kaen province in Thailand was officially launched on Friday by Laos’ first privately-owned airline, Lao Central Airlines Public Company (LCA).The flight aims to boost tourism between the two provinces as well as in the northern provinces of Laos and the north-eastern provinces of Thailand. “The service will benefit both countries,” Phongsavanh Group Chairman, Prof. Dr Od Phongsavanh, said at the opening ceremony at Khon Kaen airport. The ceremony was  attended by  Thai Transport Deputy Minister General Prin Suwannathat, Vientiane Vice Mayor Mr Somvandy Nathavong and LCA staff. Khon Kaen Governor Mr Somsak Suwansujarit said the flight was a valuable link between Khon Kaen and Luang Prabang. It would enable people in 20 provinces in the northeastern, or Isan area, of Thailand to visit the World Heritage Site of Luang Prabang. “We also believe this flight will be attractive to overseas visitors coming to the north-east, or Isan, area of Thailand,” Mr Somsak said.In the past people in Thailand had to travel to Bangkok and take a flight from there to Luang Prabang. “It was a waste of time and extremely expensive,” Mr Somsak said.

Prof. Dr Od said the service will increase the number of visitors to Luang Prabang because the flight can carry about 150 people. The number of sightseers visiting Luang Prabang is growing each year. The province had 153,000 visitors in fiscal year 2009/10, more than 154,000 in 2010/11 and about 165,000 visitors so far this fiscal year, according to the provincial Information, Culture and Tourism Department. LCA will operate daily flights on this route early next year. “We may start to do this in February,” Prof. Dr Od said. “At present, we’re flying according to demand.”The airline plans to have two aircraft stationed at Khon Kaen airport to handle increased passenger demand.“According to our studies, there is a high demand for this route and we expect there could even be two or three flights per day,” Prof. Dr Od said.

LCA, which is part of the Phongsavanh Group, was established in May 2010 to operate commercial air services, both domestically and
internationally.It plans to add more jet aircraft to its fleet between now and 2015 with a view to operating new routes in Asia and to other continents. It has ordered nine new Sukhoi Superjet 100 aircraft from Russia, with some expected to arrive in Vientiane soon. LCA currently has two Boeing 737-400 aircraft, one with 168 seats and the other with 152 seats, which went into service in May this year on the Vientiane-Bangkok and Vientiane-Luang Prabang routes.

The Dao Instant Coffee Factory opened on Sunday in Champassak province three years after the start of construction, with costs mounting to US$128 million. Attending the grand opening ceremony was former President of Laos Mr Khamtay Siphandone, Prime Minister Mr Thongsing Thammavong, Governor of Champassak province Mr Sonesay Siphandone and Spokesperson for the Government Office Ms Bounpheng Mounphosay. The facility is the largest instant coffee factory in Laos and is currently targeting markets in Laos and the rest of Asia. Expansion to markets in Europe and other places is planned for the future.President of the Dao Heuang Company Group, Ms Heuang Litdang, said the group had been operating in the processing business in line with government guidelines and national socioeconomic development plans for over 20 years. The company has worked  with local and central-level officials, especially the Champassak authorities, to grow and maintain its business operations.The Dao Heuang Company has now become the Dao Heuang Company Group after expanding its interests into many sectors.

The company has invested in coffee plantations, a market in Pakxe district, duty-free shops, drinking water, green tea, the instant coffee factory, and other businesses. Work on the coffee factory, which is situated at the km 19 point in Bachiangchaleunsouk district, began in 2009 and finished recently. Ms Heuang said the factory was equipped with technology from the European Union and would operate in line with production standards under Food Safety Management Systems ISO 22.000 certification. This comprises two international standards – Hazard Analysis Critical Point (HACCP) and the 9001 Quality Management Standard.

Lao farmers grow two main types of coffee - Robusta and Arabica. This year, the Dao Heuang Company Group grew about 600 hectares of coffee in Pakxong district, Champassak province, on the Bolaven Plateau. The company provides locals with training in farming techniques and gives them saplings to plant. When the coffee beans are harvested, Dao Heuang buys them from the growers for an agreed price. Overall, 23,000 families in the district grow coffee on a total of 34,000 hectares to sell to Dao Heuang. But this does not guarantee a constant supply, as yields vary from year to year depending on the weather. Primary export markets for Lao coffee are European countries such as France, Germany and Poland, while Japan and the Republic of Korea are the biggest Asian importers. According to a report from the Coffee Research Experimentation Centre in Pakxong district, the Robusta coffee variety accounts for 88 percent of the country’s coffee production, while the rest is Arabica. These popular coffee varieties are normally grown in cooler climates, such as that found on the Bolaven Plateau. Laos generates 0.25 percent of the world’s coffee production, with about 95 percent of the nation’s coffee grown in Pakxong district. Dao Heuang is extending its production on the Bolaven Plateau area by cooperating with local independent farmers. It has distributed saplings and bio-fertilisers to farmers, who grow the crop on small plots as a source of income.

In Vientiane most people know precisely where to go when looking for something in particular; if you need to buy flowers then the first place you’ll think of is Dongpalan Rd. If you want to buy a car, you’ll go to T2 road where there are a lot of both new and used car dealers. When you’re thinking about where to eat, I am quite certain that you’d end up at Namphou or the Xiengeun area where you can find many different restaurants that offer Lao, Thai or western food. I would like to introduce the Dhavara restaurant at the Dhavara Boutique Hotel, which opened recently on Manthatulath road.

The Dhavara Boutique Hotel is quite a modern building, decorated in lavish white and furnished with vintage-style pieces, and the design of both hotel and restaurant are the same. Every detail of the restaurant matches, from colonial style floor tiles to ceiling and lighting. Tables and chairs all feature different styles so each visit will feel like a unique experience.

Dhavara Restaurant offers a variety of dishes including Lao, Thai, and European, but I will focus on the Lao food since it is the specialty cuisine here. My first recommendation is the Luang Prabang Sausage, as this is my favorite dish and each time I go there it’s the first thing I order. Dhavara does this just RIGHT and it goes so well with steamed or sticky rice that I wouldn’t be surprised if you couldn’t stop eating it and ordered another serving. The second dish that I recommend is Mok Pa Dhavara. The chef pays every attention to the taste and presentation of the Mok Pa and as a result it is always well presented. It is a good combination of chunky pieces of fish with fresh herbs. Last but not least, the quintessential Lao classic Papaya Salad (Tam Mak Houng). Most people would think that a local dish like this may not be as authentic in a hotel restaurant if compared to street stalls or local restaurants, but after trying it I must say that it exceeded my expectations. The taste is very nice just the way I like it, papaya is finely chopped and crispy, the taste is sweet and sour, and if you’re a Papaya Salad lover don’t just take my word for it but try it for yourself.

Other than those particularly highly recommended Lao dishes, Dhavara restaurant also offers Thai and Western favourites such as phad thai, spaghetti carbonara, or even crème brulee. For those with a taste for fine coffee and fine art, you will soon be able to enjoy both at the same time at the new Dhavara Gallery Café.

The Dhavara Boutique Hotel Restaurant offers nice food and great service for a reasonable price. I believe that the service, with big smiles from the staff, and of course the taste and presentation of the food makes for a lovely dining experience, and you will want to return many times. A Shanghai-based firm will turn the That Luang marsh, located in the heart of Vientiane, into a modern urban area spanning 365 hectares. The Shanghai Wanfeng Group held a groundbreaking ceremony on Sunday to kick off construction of the That Luang Marsh Specific Economic Zone, hoping to complete the US$1.6 billion real estate project within 15 to 20 years. Deputy Prime Minister Somsavat Lengsavad, Vientiane Mayor Soukanh Mahalath, Chinese Ambassador to Laos Ms Bu Jiangua, That Luang Marsh Specific Economic Zone Board President Huang Guo and senior government officials attended the eventAccording to a report from the developers, the mega project will feature a public park where people can gather to walk and jog, a lake that will store and treat the water that drains off from the city centre, and a residential area.The development will also contain a sports centre, a shopping and hotel complex, an international school and a health centre. Buildings designed in the Lao Lane Xang style will also be constructed.

The developers have now begun building an access road to the project site after getting the green light from the government. Also under construction are an office building and accommodation for construction workers. Eighty percent of the compensation owed to former residents in the project site has been paid out after households were relocated. Further disbursements will be paid to the remaining families.

Laos has stepped up its efforts to attract foreign investment, especially from China, hoping that its imminent WTO membership will boost
investor confidence. According to the Xinhua news agency, Chinese firms – from dam builders to mall developers – are playing a significant role in boosting investment in Laos, whose economy is forecast by the International Monetary Fund to grow 8 percent in 2013.
China CAMC Engineering Co. completed the first phase of a US$100 million residential project on a 1.6km section of the Mekong River waterfront in Vientiane to accommodate leaders attending the ninth Asia-Europe Meeting Summit last month. The Yunnan Provincial
Overseas Investment Co., a Chinese government investment arm, is developing another property project in Vientiane valued at US$40 million. China’s total investment in Laos is US$3.3 billion this year, making it the third-largest foreign investor in the landlocked nation of just over 6 million people, after Thailand and Vietnam. China’s investments in Asean have increased 31 percent in the first 11 months
of this year, the country’s Ministry of Trade said.

Work has also already begun on a 9.5km highway that will cut through That Luang marsh to link Sisattanak and Xaysettha districts. Director of the Vientiane Public Works and Transport Department, Mr Dedsongkham Thammavong, told Vientiane Times on Monday that construction of the road is now underway in Xiengda village. The highway will connect Donnokkhoum village in Sisattanak district to Donkoi village before going through the marsh to Xiengda village in Xaysettha district, and then onto the 450 Year Road.

“We expect the road will be completed in 2014, including a bridge crossing the marsh that will link to a road running between Xiengda and Donkoi villages,” Mr Dedsongkham said. The Vientiane authorities are now laying the underlying dirt road and negotiating compensation payments with people whose land has been appropriated for the project. The final layout of the highway may be changed before paving begins, Mr Dedsongkham said.

Vientiane authorities decided to build the new highway to expand urban development outwards and reduce traffic congestion in the city centre. There are currently two roads linking Xiengda to the city centre, but the road running from the village to That Luang Market is muddy when it rains and dusty in the dry season. The other road, running between the T4 Road in Nonghai village to Xiengda village has the same problems. These dirt roads have been temporarily covered with gravel to smooth out the surfaces. The new highway is being built under the government’s policy to use some of the land on this route to build the road itself, and sell land on either side of the road to raise capital to cover the cost of construction. Some of the additional expenses involved in building the road will also be paid for by the government.

Construction will take part in three phases. The first phase will see the road connect Donnokkhoum and Donkoi villages, and this stretch will be 40 metres wide. The second phase will link Donkoi and Xiengda villages with a stretch of road that will be 70 metres wide. The third section of the road will run from Xiengda village to the 450 Year Road and will be 40 metres wide.
