You can buy Beerlao almost anywhere in Vientiane; bars, restaurants, nightclubs, minimarts, supermarkets, roadside stalls – even some hairdressers or pet stores! Tiger Beer is not far behind, and if you look carefully you’ll find Carlsberg and Namkhong Beer too. These are great beers, of course, and Laotians are lucky to have such good local beers… but is it possible to have too much of a good thing? They say variety is the spice of life and when it comes to drinking beer there are times when you just might want to try something different.

Windows 8 Released Tomorrow

Microsoft has announced that the long awaited Windows 8 operating system will be released tomorrow. But will tomorrow’s release date also see Microsoft bring out the new Surface tablet as well?

Microsoft repeatedly tweeted to followers of its ‘@Windows’ Twitter account that Windows 8 would be coming soon, and Stephen Sinofsky, President of Windows made an announcement at an annual sales meeting that Windows 8 would be released in October for certain. He didn’t give a clear indication of which input equipment would accompany the operating system, however, as it is known that Microsoft will be releasing a range of new wireless, Bluetooth input devices such as the  wedge mouse and sculpt mobile keyboard.

In regard to the Microsoft Surface tablet, the latest report states that it should appear on the market at the same time as Windows 8 and that tablet will be available in stores soon. The company has not made a statement about the tablet but did mention that Windows Phone 8 will be released around the same time as Windows 8 itself (the new operating system was designed to work universally on phones, tablets and PCs). The Windows Phone 8 system will be revealed in the US next Monday, the 29th of October.

Laos Inflation Rate Stays at 3.67 Percent

Laos’ Consumer Price Index (CPI) reached 111.98 points in September, keeping the inflation rate steady at 3.67 percent. The monthly report issued by the Lao National Statistics Bureau earlier this week revealed the CIP stood at 111.98 points in September, a change of 0.70 percent compared to the previous month. The increase was attributed to the rising price of transport, fuel, and educational materials and services. The CPI for transport rose by 1.86 percent in September, driven by the higher price of fuel on the local and world markets. The higher fuel price locally has forced transport and freight service providers to adjust their prices in line with higher operating costs.The government’s decision to ban the import of secondhand vehicles and parts has also played a role in driving up the CPI for transport, the statistics bureau said in its monthly report on its official website.

Another driving force in the September CPI was the education products and services category. The index rose by 1.66 percent compared to the previous month. The national statistics bureau said the price of educational materials and services increased due to the start of the new school year on September 1. The CPI for the food and non-alcoholic drinks category, alcoholic drinks and cigarettes, clothes and shoes, healthcare services, water supply and electricity, and post and telecommunications, saw only minor changes within a 0.09 to 0.48 percent range. The only decline in CPI occurred in the restaurant and hotel services category, which registered 0.11 percent deflation. The national statistics bureau said the price of rice was stable in September while the price of beef saw a minor increase due to short supply.

Regarding the inflation rate in each category over the past year, electricity and water supply saw the highest inflation at 12.92 percent, while the restaurant and hotel service category saw a 7.88 percent increase. Inflation in the food and non alcoholic drinks category, once the main driving force of the national inflation rate, saw only a 3.97 percent increase in September. Inflation in the transport services category in September stood at 2.68 percent, while educational materials and services saw a 1.68 percent increase. Over the past few months, people have expressed concern over the rising price of food and goods in Laos after the government announced a salary increase for state officials.

The September inflation report is one of the main indicators that the inflation rate remains low compared to previous months. Bank of the Lao PDR officials said the wage increase for government officials would not cause inflation because the central bank would not print any more banknotes. The salary increase was awarded because the government had more money in its coffers thanks to sustained economic growth.

Laos WTO Membership

A vote on Friday that formally approved Laos’s application to join the World Trade Organization marked a key coming of age for the small, landlocked Communist country, which has quietly posted some of the world’s strongest economic growth over the past several years. It also marked the latest step in a Southeast Asian push to integrate economies in the region of 600 million people as it tries to present itself as a single-market, more-viable investment alternative to China.

Over the longer term, Laos’s membership in the WTO is expected to provide a badge of approval for the country that could make it easier for global firms to do business there, especially as manufacturers look for substitutes for China, where wages have risen rapidly. Accession to the WTO “sends a very positive signal to the international community that Laos has arrived,” said Jayant Menon, lead economist in the Office of Regional Economic Integration at the Asian Development Bank. “They’re on the radar now.”

It will also help make it easier for Southeast Asian leaders to make investors view the region as one giant market, with the ability to connect supply chains across its 10 countries, all of which will now be subject to WTO mechanisms for the first time. Even Myanmar joined in 1995, before the West launched its most crippling economic sanctions, which are only now being lifted after the country’s recent reforms.

Laos Leaping Forward (WTO)In particular, WTO membership could help Laos further develop its small, but growing, garments sector, an industry that has become a major source of jobs in other lesser-developed nations such as Cambodia and Bangladesh. Laos’s landlocked position between Thailand, Vietnam and other countries means that anything it produces faces added transportation costs to get it to global markets. The country is heavily reliant on just a few industries, including copper and gold mines, and it lacks some of the institutional capacity to enforce WTO rules of larger countries such as China. But it has already made enormous progress in recent years, investors say, and its WTO membership talks accelerated rapidly over the past year after a slow start with years of little progress.

This year, Laos is expected to post 8.3% growth according to the International Monetary Fund, which likely would make it the fastest-growing economy in Southeast Asia. That follows a decade in which Laos averaged 7% growth a year, driven largely by investments in mining and hydroelectric power, with 20 hydrodam projects now under development.

Under the terms of membership, Laos is agreeing to cap its tariffs at an average of about 19% and expand market access. It has also passed or is working on legislation to boost protections for intellectual property, improve customs procedures and otherwise bring the country into line with international trade norms.

After Friday’s vote at the 157-member WTO, Laos must still formally ratify the agreement. It is expected to do so in the coming weeks.

You’ve probably noticed the growing number of new shops, restaurants and cafés appearing in and around Vientiane capital. Everyone has their favourite spot because of convenience or personal preference, but sometimes we’ll head somewhere we like despite distance and traffic. Consumers can really benefit from all this new competition because we end up with better services. One such newcomer with great service and great coffee is “Naked Espresso”.

After a recent conversation with friends about this new coffee shop, I thought I’d try it out for myself. The Naked Espre­sso is a good size café that offers you a warm and cozy atmosphere to enjoy your favorite cup of coffee. I had a chance to meet with the owner, a Laotian who spent many years studying and working in Australia. The owner is also a coffee lover who found an appreciation for coffee during his time in Australia, leading to him taking an Espresso dedication course with the goal of opening an Aussie style café in his home country, Laos. Every detail of the place was well selected by the owner, especially the coffee cups (I just love them).

As the owner is also a real coffee connoisseur who is very knowledgeable when it comes to coffee, I was not surprised to find excellent coffee here with a pleasant aroma and served at exactly the right temperature. The owner creates his blends from the finest coffee beans in southern Laos and northern Thailand. At Naked Espresso, you can have your coffee hot or cold as per your preference and they also offer fresh juice or smoothies as well.

Apart from drink menu, you can also find interesting meals such as sandwiches, pasta, salads or even steak. Meat is imported from Australia and New Zealand, and both beef and lamb are available. I was quite surprised at the price of a steak, as the price is actually very reasonable for imported meat. Last but not least, the dessert menu. This place has a variety of desserts and cakes which will go really well with your favorite cup of coffee, or could be a nice afternoon snack during your busy day.

If you are looking for a new meeting place that offers good coffee and food at reasonable prices, I would highly recommend “Naked Espresso”. Don’t take my word for it but try it for yourself. The owner also told me that “Naked Espresso” will soon offer delivery, so you will be able to enjoy their coffee or food without having to brave a traffic jam to get there; this is such good news! Vientiane Capital sure needs more places that offer delivery.

You can find Naked Espresso on Dongpalane Rd in Phonsavan Neua Village, Sisattanak District. It’s open Tuesday – Sunday from 8am to 7pm.

Wattay International Airport Vientiane LaosVientiane’s Wattay International Airport will be able to save electricity and help Laos reduce greenhouse gas emissions after installing a solar-based energy system.Tests began on the Japanese-funded system earlier this week, marking a new milestone in terms of the Lao government’s efforts to provide safe and clean energy and make the most of the country’s abundant sunshine. The government plans to expand the solar-powered electricity system to have a combined installed power generation capacity of 22MW in 2015. At present, Laos as a total installed solar-powered electricity generation capacity of about 1.5MW. Most solar power units are installed in rural areas that have no access to the national power grid.

Deputy Minister of Energy and Mines Mr Viraphonh Viravong yesterday visited the airport to witness the system tests and give project officials moral support.The Solar Electricity Generation Project Director, Mr Anousack Phongsavath, said the installation of the solar-powered electricity system at the airport was the first phase of the US$5 million project funded by the Japanese government. The second phase will involve the installation of a similar system at Electricite du Laos next year. Mr Anousack, who is Deputy Director General of the Institute of Renewable Energy Promotion, said tests began on the airport’s solar system on October 27. The system can produce about 957.5 kWh per day. “The system will enable the airport to cut its total power consumption by 10 percent per year, saving about 240 million kip annually,” he said.

In addition to the power savings, the project will enable Laos to reduce CO2 emissions by about 200 tonnes each year, Mr Anousack said. He explained that the government plans to reduce greenhouse gas emissions to slow global warming. Mr Anousack said the initiative was one of the model projects that the Lao and Japanese governments wanted to present to the public, aiming to broaden their knowledge and understanding of alternative sources of energy. He hoped the airport project would be a source of interest for both students and researchers. He said that because Laos is a sunny country it has the potential to produce a great deal of solar power, but the installation of solar panels and associated equipment is expensive. The government needed to provide strong incentives to boost investment in solar power, he added.

Lao Telecom Launches 4G

Lao  telecommunications announced on Friday that it will introduce the latest 4G (fourth generation) technology for use at the 9th asia-europe Meeting summit scheduled for November 5-6 in Vientiane. Providing speeds of up to 100 Mbps, five times faster than the current 3G, the new 4G service will be ready for  the  summit, Lao  telecoms  director Mr  thongsay Xanxaiya announced at a press conference.

Use of the system will be prioritised for delegates and guests of the  summit, but Lao Telecom will open up the network to the public in Vientiane after the  summit, and extend it out to the provinces at a later date. The introduction of 4G will make Laos second among the 10  ASEAN member countries after Singapore to use the technology. The 4G system provides mobile ultra-broadband Internet access, for example to laptops with  USB wireless modems, to  smartphones, and to other mobile devices.    Mr Thongsay said Lao telecom had signed an agreement with  china-based Huawei technology company, a leading global information and communications technology solutions provider, to install 20 4G mobile stations in Vientiane. The installation is now complete and will be ready for the November summit. Meanwhile, Lao  telecom customers in the provinces can expect to gain access to 4G at the end of this year or early next year.

Laos ASEM Villas Officially Open

The ASEM Villas, which will accommodate heads of state and government and other delegates attending the 9th Asia-Europe Meeting
(ASEM) Summit in Vientiane next week, are now fully functional and ready for use. Construction of the 50 villas on Don Chan Road began in August last year. CAMCE Investment (Lao) Company, a joint venture between the Chinese state owned enterprise CAMC Engineering (CAMCE) and Lao Krittaphong Group, yesterday held a ceremony to hand over the villas to the government.

CAMCE Chairperson Ms Yan expressed appreciation to the Lao government and sectors concerned for providing support for the construction project so that it would be finished on schedule. She said the company would continue with the second and third phases of the project in the near future. The ASEM Villas are the first phase of the US$600 million Vientiane New World development on Don Chan Island, which will provide the capital with a modern business centre, shopping centre and residential area. CAMCE hopes to complete the entire project by 2020. The company says that after the summit is over, the stylish luxury villas on the Mekong riverfront will be put up for sale. CAMCE Investment (Lao) Company believes that Laos’ growing economy will result in increasing demand for international standard accommodation. It is expected that most of the purchasers will be ambassadors, multinational business operators, and the staff of international financial institutions.

The government has already deployed security guards and assigned officials to assist the ASEM delegates. A number of foreign embassy officials in Vientiane have already inspected the villas where government leaders will stay. All of the villas are fully equipped and furnished and are ready to receive visitors, said Ms Boulalone Vongdalasene, who is in charge of the team assigned to assist delegates staying at the villas. She said the Lao people should be proud of the fact that the country can offer this kind of luxury accommodation for overseas guests.

The 9th Asia-Europe Meeting is now under way in Vientiane, Laos, after all delegates and foreign representatives have arrived safely in the capital. The summit, which has the theme ‘Friends for Peace, Partners for Prosperity’, will be the largest international conference ever hosted by Laos and will focus on the ASEM Chairman’s Statement and the Vientiane Declaration on Strengthening Partnership for Peace and Development.

The ASEM meeting provides an opportunity for Leaders of Asia and Europe to discuss regional and international issues of common interest and concern, including, among others, food and energy security, sustainable development, financial and economic crisis, climate change, natural disaster response, socio-cultural cooperation and future direction of ASEM.  European leaders attending the Laos talks are expected to provide an update on efforts to address tensions in financial markets, to restore confidence and to stimulate growth and jobs. The reform of international financial institutions and protectionism will also be on the agenda, whilst the second plenary session on Tuesday is to focus on terrorism, piracy at sea and the proliferation of weapons of mass destruction.

The meeting sees twelve heads of state and twenty three heads of government attending as well as various other foreign ministers and dignitaries. At the same time, opportunities have arisen for formal openings and handovers by heads of state, including the new Wattay Airport Parking Apron which was handed over to Laos by the Japanese premier yesterday, as well as the opening of the new Malaysian bank, Maybank, opened by the Malaysian Prime Minister today. Meanwhile, the Chinese Prime Minister is to attend the handover of the Chinese funded National Convention Centre where the ASEM summit is taking place.

British Embassy Opens in Laos

Opening British Embassy

The new embassy of the United Kingdom to Laos officially opened in Vientiane yesterday, aiming to boost relations between the people and governments of the two countries. Secretary of State for Foreign and Commonwealth Affairs of Great Britain and Northern Ireland, Rt Hon William Hague, delivered this message during an interview with Lao media at the embassy’s opening ceremony. “It’s very important that we’re represented here in Laos. This is a country which enjoys strong economic growth and is, at the moment of course, chairing the Asia-Europe Meeting Summit,” Mr Hague said.

Laos and the UK established diplomatic relations on September 5, 1955. The original UK embassy to Laos was closed 27 years ago and moved to a base in Bangkok, Thailand. But last month the governments of Laos and the UK agreed to reopen embassies in each country’s capital city. “We want to make sure there are closer links again between the people and government of Laos, and the people and government of the United Kingdom. And that’s why it’s a great pleasure to re-open the British embassy,” Mr Hague said. Regarding trade between the two countries, UK exports to Laos last year amounted to about 8 million GBP. Mr Hague said although that export volume was double that of the previous year, there is untapped potential in terms of trade and opening the embassy will help to boost relations.“By having an embassy here we will be able to encourage trade in both directions, which will help the jobs and businesses of both countries.”

The opening of the embassy in Laos is part of the UK’s plan to establish embassies in all 10 Asean member countries, aiming to intensify trade and diplomatic relations with the group and its member states. Mr Hague said the UK will also be able to make sure it’s well informed on, and maintains good links with, all aspects of Asean projects. Lao Minister of Energy and Mines, Dr Soulivong Daravong, and the new UK Ambassador to Laos, Mr Philip Malone, also attended the opening ceremony.

Malaysian Prime Minister Datuk Seri Najib Tun Razak opened the first Maybank Laos branch in Vientiane on Monday, marking the completion of the bank’s footprint in all the ASEAN member countries. He said the event was not only significant for Maybank but also for Malaysia as it reaffirmed the role that Malaysian corporations could play in supporting the growth in neighbouring countries.

“Our financial sector is evolving, looking to new horizons; investing more internationally, strengthening connections with our regional partners, and building capability and strength beyond our borders,” he said when opening the bank’s branch at Lane Xang Avenue, the main financial centre of the capital.

Najib said Laos was one of South East Asia’s quiet achievers and its economy was expected to grow by 8.3 per cent this year, the fastest of all the ASEAN nations. “This surge follows a decade of strong growth; a decade in which Laos averaged seven per cent a year, making it one of the world’s top performers.

Najib said its successful application to join the World Trade Organization, after 15 years of talks showed Laos’ potential as a growth market – and its commitment to opening its economy to new opportunities. He said Malaysians were among the top 10 foreign investors in Laos last year and with trade between Laos and ASEAN increasing, and global firms looking for local support, Malaysian banks could turn strong beginnings into lasting success.

Maybank, he said, with its world class financial products services would bring new expertise to the Laotian market, build up the local talent pool and support community development. “In ASEAN, we have always believed in the ‘prosper thy neighbour’ concept: namely that mutual support and encouragement unlock progress and prosperity for all.” As the Asian contribution to global growth increases and trade and investment in Asia intensifies, it is clear that Asian financial institutions must take centre stage, he said. He said demand for financial services such as insurance, stockbroking, investment banking and asset management would grow following the establishment of the Asean Economic Community by 2015.

Australian Prime Minister Announces Laos Assistance Projects

Ms. Julia GillardAustralian Prime Minister Ms. Julia Gillard has announced $60 million (AUD) in assistance for a number of programs to help impoverished people in Laos gain skills and have access to small business loans.

Ms Gillard, in Vientiane for the 9th Asia-Europe Meeting (ASEM), was set to hold a series of bilateral meetings on the sidelines of the summit. Ms Gillard met with Laotian Prime Minister Thongsing Thammavong on Sunday night to discuss aid and assistance to the Lao People’s Democractic Republic.

The assistance packages announced on Monday provide $41.5 million for a rural livelihoods program. More than 360,000 children under the age of five in Laos – half the childhood population – are stunted through malnutrition and about 1.8 million people do not have access to adequate nutrition. The program aims to boost economic security and is expected to provide 350,000 people with access to financial services including loans.

Ms. Gillard also said Australia plans to establish a new Laos-Australia Institute, which will provide comprehensive training to Government, civil society and the private sector. The Institute – opening in 2013 – will deliver $20 million in funding over four years to administer this training. The program will help selected organisations improve their human resource development planning, leading to more efficient delivery of basic services.

Australia, through AusAID, provides Laos with around 45 scholarships for study in Australia each year. To date, more than 1000 Lao people have been provided with the opportunity to study in Australia through Australian scholarships.

VimpelCom to Sell Emerging Markets Including Laos

According to an article in The Financial Times, VimpelCom (parent company of the Beeline brand) is considering the sale of some of its units in Africa and Asia, including Laos, as part of a strategy to focus on more mature markets.

Among the units likely to be on the blocks are its operations in Burundi, the Central African Republic, Cambodia, Laos and Zimbabwe – although the last of these depends on resolving ongoing ownership and licensing issues. It was suggested that the African assets could be sold for “more than US$60 million”, with interest coming from groups looking to buy a first foothold in the region. In contrast, the Asian operations have drawn interest from already active companies, which are looking to consolidate their positions.

Earlier this year, VimpelCom sold its 49 percent stake in Vietnamese operator GTEL Mobile to its local partner for US$45 million. For Southeast Asia (Cambodia and Laos), Vimpelcom saw a EBITDA loss of US$3 million, reduced from a US$37 million loss in the prior year, on operating revenue which fell 26 percent to US$13.1 million.

Ground Broken for Xayaboury Dam

Ground Breaking Xayaboury Dam

A groundbreaking ceremony to signify the start of construction of the Xayaboury dam took place last week at the project site on the Mekong River. There has been much conjecture about the project, but the Lao government is now confident it has satisfied all parties with a redesign of the dam, and has undertaken hydrological and fish migration studies. Preparatory work has been underway at the site for some time now, but construction itself was delayed so that further consultation and studies could be undertaken. With the additional studies and modeling now almost complete, construction work can now begin.

Laos has worked hard to improve on the design and build a ‘transparent dam’ that allows river traffic, fish and sediment to pass. Xayaboury will be a run-of-river dam with a generating capacity of 1,285MW. It will require investment capital of about US$3.8 billion.

A large contingent of government ministers and other senior officials was on hand to witness the official groundbreaking ceremony.

Xayaboury Power Company Deputy Managing Director, Mr Rewat Suwanakitti, outlined the construction schedule, saying that the run-of-river project is slated for completion in 2019, but the Lao government wants to accelerate the project and is aiming for a completion date of 2018. “We are highly confident that the Xayaboury run-of river project will be successful because the contractors have the necessary expertise and capacity,” Mr Rewat said. Many run-of-river dams have been built in both Europe and the US, he added. They have a minimal effect on the environment, and the project contractors have extensive dam building experience, having previously completed projects in 10 western countries.

The developers have commissioned hydrological studies in relation to sediment flows and built a to-scale model to ensure that the dam will function as intended and sediment flows are similar to those naturally occurring in the river.They have sought to mitigate any potential effects up- or downstream, making numerous concessions to critics who have said the dam will disrupt fish passage or sediment flows.The whole project has been redesigned to incorporate a much longer fish ladder, a fish lift, fish tunnel and fish friendly turbines. Based on recommendations from independent consultants Poyry and Campagnie Nationale du Rhone, the fish lift has been extended from the original 800 metres to more than three kilometres in length, ensuring the maximum number of fish species will be able to pass through the dam.The project developers hired fish specialists AF Colenco and Teraplant to study fish migration at the project site and produce the best system to allow fish to pass up- and downstream of the dam.Although it will cost significantly more, Laos will proceed with the revised design to ensure that the project causes no negative cross-border impacts. Fish is the main food source for Mekong riparian communities while sediment is both a fertiliser and a food source of aquatic species.

The dam will play a significant role in improving infrastructure, education and healthcare for the people of Xayaboury district, helping them to rise above poverty. The sale of electricity will also bring in significant revenue, and help Laos to achieve the Millennium Development Goals and graduate from least developed country status by 2020 as targeted.Because the dam will be built on the Mekong, which is considered an international river, the Lao government has collaborated with the project developers from the beginning on studies relating to environmental impacts, and has closely followed the various procedures stipulated in the 1995 Mekong River Commission agreement.The project developers also hired two independent consulting firms of international repute to review the initial project design and provide technical recommendations to the government.The government is now of the firm opinion that the project has been properly and thoroughly researched. Every effort has been made to consider the various processes required to improve the design in order to build a ‘transparent’ dam that will have no impact on the geology of the Mekong. The redesign has been tested and found to be viable through the use of a specially constructed hydraulic model. Friendly countries no longer oppose the dam’s construction, and the Lao government is now fully confident about making the decision to go ahead with the project.

Vientiane City Pillar Ceremony Begins

Vientiane City Pillar Shrine

Setthathirath Road in Phiavat village, Sisattanak district, will be closed to traffic from November 14 to 17 for the Vientiane City Pillar Shrine consecration ceremony, which begins today. President of the Vientiane City Pillar Shrine Construction Committee and former Minister of Information and Culture, Mr Mounkeo Oraboun, made the statement during a press conference in Vientiane yesterday.
The ceremony itself will take place from November 15 to 17 but the road was closed yesterday so that marquees could be set up to accommodate the 2,500 to 3,000 people expected to attend the event. Motorists are being asked to use other roads so that the proceedings can take place without interruption. Mr Mounkeo briefed the media on the significance of the new city pillar and the importance the government places on preserving the nation’s cultural heritage. The city pillar will play an important role in educating young people about Lao history and will also be of interest to visitors, he said.

The decision to build the shrine was taken after 193 pieces of stone were unearthed at the site in 2007 and identified by experts as being the components of the previous city pillar. Subsequently, other stones were discovered in 2009 and 2010, bringing the total number to 473. The 472-year-old pillar was built during the reign of Chao Phothisarath, who ruled the Lane Xang Kingdom at that time. Chao Phothisarath is renowned for his valiant deeds and his attempts to defend the kingdom against all invaders. To reinforce unity among the Lao people, the king decided to build a city pillar. The stones that were unearthed bear witness to Laos’ past, and inform us about the civilisation of that era.

The main aim of the new city pillar shrine is to create a landmark that will educate the younger generation about the history of their country.The shrine stands on the site where the 473 stones were discovered and is 32m tall and 25m wide. Work on the structure began in February 2010 and was completed in October this year. The construction costs of 15 billion kip have been financed by the government and public donations. So far, 13 billion kip has been spent on the project. Today marks the first day of the consecration ceremony, with the setting up of kong boun (bed offerings), film screenings and performances of traditional dance and music. Tomorrow, there will be a religious ceremony, merit-making and an official ceremony at which the country’s leaders and event organisers will explain the significance of the pillar. An almsgiving ceremony will take place on Saturday.

Parking your car in Laos can be tricky because of a few rules that differ to those of other countries. There are many one-way streets and little lane ways in Vientiane as well as other cities of Laos that do not have enough room for all the cars. In order to conserve space, the authorities came up with the ‘odd days and even days’ scheme to ensure vehicles park on the same side of the street depending on the date. ADB Launches Bicycle-Sharing Schemes in Three Asian Cities Including Vientiane

Bicycle Sharing in Vientiane

The Asian Development Bank (ADB) and the Government of Japan formally launched a bicycle-sharing scheme on 6 November which will be tested in three Asian cities, including Vientiane, for possible replication across developing Asia and the Pacific.

“This initiative will show that urban transport conditions can be improved through the low-cost and zero-emission solution of bicycle-sharing systems,” said Lloyd Wright, Senior Transportation Specialist in ADB’s Regional and Sustainable Development Department.

The cities of Davao in the Philippines and Vientiane in Lao People’s Democratic Republic have been selected as demonstration sites. A third city will be located in Indonesia. The cities were selected after consultations with local, national and international stakeholders.

The project will help improve air quality, as well as reduce the rate of pedestrian accidents and fatalities linked with too many private vehicles on the road. In 1980s, only 9% of the world’s 360 million motorized vehicles were found in the Asia and Pacific region. By 2030, it is estimated that nearly half of the world’s projected 1.5 billion vehicles will be in the region.

Aside from contributing to cleaner air, bicycle-sharing is recognized as a means of traveling on short trips that are too long to walk, and a way to close the gaps between public transport and a rider’s final destination – otherwise known as the “last-mile” issue.

Globally, bicycle-sharing schemes became popular after Paris inaugurated its system in 2007. Since then, more than 300 systems have opened across the Americas, Asia and Europe.

The $2 million project is funded on a grant basis by the Japan Fund for Poverty Reduction and administered by ADB.

Laos Gives 50,000 USD to Restore Ancient Indian University

The Lao government has donated US$$50,000 to help finance the restoration of Nalanda Universityin India.  Nalanda was an ancient center of higher learning situated in the Indian state of Bihar. Nalanda flourished around the 5-600 CE as a center of learning and religion. It was constructed with red bricks and its ruins occupy an area of 14 hectares. At its peak, the university attracted scholars and students from as far away as Tibet, China, Greece, and Persia but was raided and destroyed in 1193. The great library of Nalanda University was so vast that it is reported to have burned for three months after the invaders set fire to it, ransacked and destroyed the monasteries, and drove the monks from the site.

The contribution by Laos was made as part of the East Asian Summit (EAS) cooperation effort, after it was proposed that the university undergo restoration. The 4th East Asia Summit, which was held in Thailand in 2009, issued a joint statement on the restoration of Nalanda University, promoting it as a regional non-government institution that conducts research about world affairs. The non-profit institution, which is self-managed, aims to gather intellectuals from throughout the nations of Asia in order to conduct research and exchange opinions in various disciplines.

Education is one of six priority areas for EAS cooperation, as it is considered a significant factor to the socio-economic development of emerging economies. Deputy Minister of Foreign Affairs Mr Alounkeo Kittikhoun represented the government at a ceremony held in Vientiane on November 15, when he presented a cheque to the Indian Ambassador to Laos, Mr C. Gururaj Rao.

Speaking at the ceremony, Mr Rao thanked the Lao government for their support and for recognising the importance of education in the development of East Asia. He added that he believed that by coming together for this project, the countries of East Asia would all benefit from its future contribution, particularly in the area of human resources development. He finished by saying that the project would further strengthen the friendship between Laos and India.

Huge Vat Phou Festival Planned For February 2013

The Legend of Vat Phou Group

The annual Vat Phou Festival takes place in February each year, coinciding with the Buddhist festival of Makha Busa and bringing believers  from near and far to attend a ceremony and take part in festivities. The Vat Phou Festival 2013 will be the largest ever, including a sound and light performance titled “The Legend of Vat Phou”, a romantic period drama about the relationship between two heroes of a bygone era, Thao Bachieng and Nang Malong. The show will depict the establishment of the Kingdom of Champasak and highlight its history from early beginnings to the present day.

Since the ancient Khmer ruins of Vat Phou were listed as a World Heritage Site by UNESCO, government authorities have been working hard to promote tourism in Champasak and the surrounding area. The Vat Phou Festival is also important for helping Lao people to understand the cultural significance and historical importance of the magnificent site.

Alongside the sound and light show, the Vat Phou Festival will also include singing and dance performances by performers from Cambodia, Thailand and Vietnam as well as Laos. Most of the performers are local people from Champasak who have trained for the performance alongside their foreign counterparts. There will also be a large market for facilitating the sale of domestic products and handicrafts.

Vat Phou is open daily from 08:00 to 1800 and admission is around 30,000 kip. The Vat Phou complex is about 8 km from the main Champasak town, south of Pakse. For more information on ideas for a trip to the south of Laos, read this article.
